Why does the implementation still live in v3.5/?

Because v3.5/ is the current compatibility implementation path. The current release is v3.7.1, but shipped validators, tests, templates, fixtures, and docs still contain literal v3.5/ references.

Is the wiki canonical?

No. The repository docs are canonical. Wiki pages should stay thin and link back to docs/.

Where are CI, templates, Pages, and release details?

Those surfaces are tracked in the repository:
